Since 1949, the Council on Alcoholism and Drug Abuse (CADA) has delivered programs and services focused on the education, prevention, and treatment of substance abuse and co-occurring mental health conditions affecting youth, adults, and families throughout Santa Barbara County.  
 
POSITION PURPOSE: 
  • The Youth Diversion Case Manager supports justice-involved youth and their families enrolled in the Youth Diversion program by providing case management, direct services, and group facilitation. This role emphasizes restorative justice and positive behavior change through comprehensive assessment, individualized restorative action planning, and ongoing case monitoring. 
QUALIFICATIONS:  
  • Bilingual English/Spanish preferred  
EDUCATION:  
  • Bachelor’s Degree in progress or 1 year experience in a helping profession or related field   
LICENSES: 
  • Valid California Driver’ License 
EXPERIENCE: 
  • Minimum 1 year experience in a helping profession or related field   

RESPONSIBILITIES:
 
  • On-going engagement with clients/parents from referral to discharge  
  • Facilitation of client/parent orientation to program through phone call and intake  
  • Intake, assessment, and collaborative RAP meetings with client/parent  
  • Regular case management meetings and phone calls to ensure that client is connected to and participating in assigned services  
  • Direct Client services (family & individual meetings)  
  • Coordination with schools, law enforcement, Probation, and other referral sources  
  • Community outreach  
  • Data collection and management  
  • Facilitation of educational and support groups and classes   
  • Receive client referrals from program coordinator and staff.  
  • Facilitate client/parent orientation to explain services, expectations, and benefits   
  • Ensure parent & youth completion of survey/assessment/screening at intake and exit.  
  • In Coordination with client/family develop Restorative Action Plan (RAP).   
  • Check-in regularly with client/family about progress toward completion of RAP and assist in elimination of barriers to completion.  
  • Monitor youth throughout the contract period, and provide referrals and linkage to appropriate programming.  
  • Facilitate co-ed and gender specific psycho-educational group and classes.   
  • Deliver curriculum and programs to fidelity as outline by trainers.  
  • Attend Teen Court and provide support to ensure smooth process for client and family.  
  • Gather proper documentation in preparation of case hearing including court date appointment, case summary, statement of offense.  
  • Recommend program services for restorative action plan to jury based on youth and parent screeners.  
  • Organize jury duty attendance forms in agency database. Ensure proper oaths and agreements are in place for jury volunteers and other participants.  
  • Assist in setting up and cleaning up Peer Review in compliance with SB Court policies  
  • Represent the Council on Alcoholism and Drug Abuse through inter-agency collaboration, meetings, community education, and public speaking.  
  • Attend School and/or Probation meetings to report on progress and share successes and challenges.  
  • Attend meetings with community partners in support of client/family as requested  
  • Keep appropriate, updated, and complete client files.   
  • Maintain appropriate clinical and programmatic documentation.  
  • Ensure the confidentiality of these files.  
  • Provide Program Manager/Coordinator with data for weekly and monthly reports. 
  • Facilities Management  
  • Ensure that the specified work-site remain neat, clean and professional  
  • Follow guidelines regarding use of work phone line only for contact with clients/families.  
  • Attend staff meetings.  
  • Regularly check email and respond during assigned work hours.  
  • Participate in required trainings and maintain appropriate certifications or licenses.    
 
WORK AUTHORIZATION:
 
  • Successful completion of a comprehensive background screening, which may include criminal record LiveScan Background Check, employment history verification, and reference checks. 
  • Must provide documentation of a recent negative tuberculosis (TB) test result to ensure a safe and healthy work environment. 
  • Must pass a pre-employment drug screening to ensure a drug-free workplace. A negative drug test result is required.   
  • Verification of authorization to work in the Unites States  
  • Valid California driver’s license. Acceptable driving record at time of employment. 
  • Must have personal insurance coverage that meets the requirements set by the employer. This may include liability insurance, automobile insurance, or any other type of insurance deemed necessary for the position. The coverage must be valid and maintained throughout the employment period.

TYPICAL PHYSICAL DEMANDS 
Must be able to sit or walk for moderate periods, and occasionally carry and lift/transport objects weighing up to 15 pounds. This position requires the frequent use of computer office software and databases, and a multiple-line telephone. Compensation: $22.00 - $25.00 per hour
